Marinate the meat with the yogurt, ginger-garlic paste, chili powder, turmeric, garam masala, lemon juice and salt at least 4 hours, ideally overnight.
π‘ 'Kacchi' means the meat cooks entirely from raw inside the sealed pot β the marinade is the whole flavor base, so don't skimp on the time.
Fry the sliced onions in the ghee over medium heat until deep brown and crisp; lift out onto paper towels, reserving the flavored ghee.
Boil the soaked rice with the bay leaf, cinnamon, cardamom and clove in heavily salted water until only 70% cooked, about 5β6 minutes; drain.
π‘ Bite a grain β it should still have a firm, chalky core. It finishes cooking in the steam, not the boil.
Nestle the halved potatoes into the bottom of a heavy pot and spread the onion paste over them, then spoon in the marinated meat.
Layer half the rice over the meat, scatter half the fried onions, mint, cilantro, saffron milk, rose water and reserved ghee; repeat with the remaining rice and toppings.
Cover tightly (seal the lid with a strip of dough or foil), cook on high heat 5 minutes to build steam, then drop to the lowest heat and cook undisturbed 45 minutes.
Turn off the heat and rest, still sealed, 15 minutes before opening.
Break the seal at the table and fold gently from the bottom up so the layers combine without turning mushy; serve with a cooling yogurt drink or salad.
