Brown the lamb hard in hot oil; add onions and fry golden.
Add carrots and cumin; fry 10 minutes until the carrots slump β this base is the zirvak.
π‘ Matchstick carrots are doctrine. Grated carrots dissolve and plov becomes porridge.
Cover with water, bury the whole garlic heads, and simmer 30 minutes.
Rain the rice evenly on top β DO NOT STIR from this point β and add water to cover by a finger.
π‘ Plov cooks in strata. Stirring is how plov becomes something else with the same ingredients.
Cook until the water is gone, then mound the rice, cover tight, and steam on lowest heat 20 minutes.
Serve inverted on a platter, garlic heads crowning the top.
Plov is UNESCO-listed heritage and the axis of Uzbek life: weddings hire a dedicated oshpaz (plov master) who cooks for a thousand. Legend credits the recipe to a physician of Alexander the Great; Tashkent credits its own morning plov centers.
