Wash the fish with lime, then season with garlic and half the herbs; rest 15 minutes.
Make bake dough: flour, baking powder, salt, water; rest, then roll rounds and fry until puffed and golden.
Dredge fish in seasoned flour and fry crisp, 3β4 minutes a side.
