Marinate the chicken in soy sauce and half the garlic for 30 minutes.
Brown the chicken in a little oil, then add marinade, vinegar, remaining garlic, bay, peppercorns and sugar.
Simmer uncovered β do NOT stir for the first 10 minutes so the vinegar cooks out.
