Simmer the sugar and water together for 5 minutes to make a syrup, then cool for 10 minutes.
Blend the warm syrup with the tarragon until vividly green.
π‘ Blend while the syrup is warm, not hot β heat dulls both the color and the aroma.
Strain through a fine sieve, pressing to extract every drop.
Stir in the lemon juice and chill the syrup completely.
Pour a few tablespoons of syrup over ice in each glass and top with sparkling water, adjusting to taste.

Bottled tarkhuna has been the green soda of Georgian childhoods since a Tbilisi pharmacist first mixed tarragon syrup with soda water in the late 19th century. The homemade version trades neon color for the real perfume of the fresh herb.
