Dissolve the yeast and sugar in the lukewarm water and let it foam for 10 minutes.
Knead in the flour, salt and 2 tablespoons of oil until smooth and elastic, about 8 minutes.
Cover and rise in a warm spot until doubled, about 1 hour.
Shape into 8 balls and nestle them side by side in an oiled round pan. Rise another 30 minutes.
Bake at 200°C for 22–25 minutes until deep golden.
Pound the garlic with the remaining oil, a splash of water and salt; brush over the hot rolls and scatter with dill.
